Convert and display BASE64 (MIME format) files

We need to pass a filename variable to a .NET page ([url removed, login to view] etc)? that will then inspect a MIME/BASE64 email text file and display the email message and list email file attachments (.DAT files), which when clicked will open the attachments as required.?
