Desktop App for SOAP Data Manipulation

Need a PHP web page or desktop application developed for an existing site, with an existing SOAP interface exposed. ? DB is Visual FoxPro, however you need to create a client that queries the SOAP interface, rather than the DB directly. ? I will work with you to determine the exact fields that need to be effected upon awarding the project. ? The fields below are substituted for ease of explanation.

What it needs to do:

A nightly query of existing database?

Determine how many referrals a client has, based on the value of a custom attribute "referrals" in DB.

If "referrals" is >0, but <11, decrement another value in DB correspondingly. ?

E.g. ? If "referrals" count = 2, then decrement "member rate" by 20. ?

Or?

If "referrals" = 3, then decrement "member rate" by 30. ?

If >10 "referrals", then decrement "member rate" by 100 and increment "inner circle hours" by 10 for every 1 above 10.

E.g.

If "referrals" = 12, then decrement "member rate" by 100 and increment " hours" by 2.

The page should be simple in design, with little graphics.

I will provide the URL to the SDK for this interface upon request.
