Bind data to a form from an existing datagrid and generate map

I need a programmer to modify the existing datagrid at:

<[url removed, login to view]>

so that when one row is double clicked, it will generate a new web page (target = _blank) in the following format:

<[url removed, login to view]>

Fields on this page will be populated from the datagrid. A google or bing map will be generated from the address, city, state and zipcode fields.
