CiviCRM Payment Processor

I need a plugin created. I am using CiviCRM for registration for a conference that I am organizing and I need to add my payment processor to the list, which means I need to create a plugin. Here is documentation provided by CiviCRM on what needs to happen. My payment processor is Elavon (formerly NOVA Network) and I use the Virtual Merchant software (internet based) to run transactions.
