Convert CGI Pages to Templated PHP

We have developed a Web-based GUI based on CGI pages with Perl that enables in-depth configuration and monitoring of a Linux server (Fedora 7 x64 with Apache 2.2.6). We have two dilemmas:

1) The CGI pages contain both "functional" code and "display" code in the same file, resulting in the CGI pages being messy, very large files that take too long to render. We want to split up the "functional" code from the "display" code so that the actual Web page is lightweight and fast-loading.

2) The CGI pages are not based on templates; therefore display code like pull-down menu, sidebars, and footers are duplicated in every GUI file. It's inefficient and makes site-wide updates too complex. We have written PHP templates that automatically render the header, sidebar, and footer. We simply need our CGI pages converted to PHP to take advantage of this templated approach. In the process, the pages must be "AJAX-ready" so that we can easily add AJAX features in the future.

All told, there are about 50 pages that require these two steps to be performed. The pages range in size from 400 to 4000 lines, though most are about 1000 lines.

We want someone who can work on this immediately, at least 4 hours per day, is readily available on Skype or Yahoo Messenger, and has depth in PHP, Perl, AJAX, and Linux. Whoever we select for this project will ideally be a long-term code maintainer for us.
