Bluetooth Proximity With GPS Interface

Hi I require a simple yet powerful tool to broadcast bluetooth Data (Files, Business cards, Text etc) to all bluetooth enabled devices, the software must be able to hold a multitude of files, business cards? or text's which when in a particular place get broadcasted (Hence the GPS integration) and we must be able to communicate with each particular unit individually (if I have multiple units) which will be mounted in vehicles via 3G or mobile broadband.? communication with the devices and or setting the area which a particular flle be broadcasted in must be simple, for example a ring fencing on Google earth or something similar.

This resulting program will mean then when a vehicle enters a particular area (pre defined region) a particular set of adverts gets broadcasted, these should not be sent to the same device twice, and I assume that the device would have to allow the receipt of the information before it is broadcast. I also require an online real time statistical breakdown of the campaigns showing how many bluetooth devices were discovered, how many accepted the delivery and how many failed to receive the upload in full. I will be able to control whats gets sent and where on a real time basis via a web based interface with the facility to uploads new adverts which in turn can be downloaded to the mobile stations automatically.
