automattic upload script

What I am looking for here is a simple way to do the following,

1) upon 2 files being uploaded to the ftp my website should scan the directory and retrieve the main file *.torrent and auto enter the name into the upload page then retrieve the *.nfo file and auto insert that into the nfo field.

2) script should then be able to download the new *.torrent file created by the website when the upload page is submitted and copy it over to a new directory.

This all needs to be automattic and require no user interaction at all.

this can be written in any language that will work but the main site is php and uses mysql as the database.

Full access to the site files and database will be given to the winning bidder.

We would appreciate a small write up on installation instructions.
