Adding dynamic photo gallery to static html site

I have an existing, static html site, and I'd like to add on a dynamic photo gallery. I would like to give my client the ability to upload photos from a simple admin area:
Client would be able to browse to a photo on their machine.
1. Thumbnails would be automatically resized to 240 px wide
2. Enlargements would be automatically resized to 640 px wide
3. Option to add a caption for each image
4. Unlimited number of photos can be added to this page
5. Option for sorting photos by clicking on arrows
6. By default, new photos would be added to the first, top position
