Develop a Rostering program

I need a program that will achieve the following:
- roster 500 staff to different shift times across a 24 hr period / 7 days a week
- Staff are rostered to individual locations (up to 100 different locations)
- Staff can work at a different location each shift
- Staff need to be identified as both Casual or Part Time
- Shift times are inconsistent.
- examples of shift times are: Shift times cannot be limited though
a) 7.30am to 4.30pm
b) 8.30am to 5.00pm
c) 4.30pm to 9.00am (sleepover shift) (work 4.30pm to 11.00pm, sleepover at work 11.00pm to 7.00am, work 7.00am to 9.00am)
d) split shifts 6.00am to 9.00am / 3.00pm to 5.00pm
e) 4.00pm to 10.00pm
- Staff can work up to 7 days per week.
- Validation rule 1: Staff cannot be rostered on within 10 hours of previous shift unless exception rules apply.
Exception rule 1: If the staff member and employer agrees, there can be an 8 hour break if the break between the shifts if either side of a sleepover shift.
Exception rule 2: The individual employee has a written agreement in place with the employer to have less than an 8 hours break. (Agreement is known as an "Individual Flexibility Agreement")
- Validation rule 2: Must be able to differentiate between casual and part time employees.
- Validation rule 3: Must be able to document and highlight if a part time employee is under their contracted hours.
- Validation rule 4: Must show when an employee is exceeding 38 hours. (overtime would then apply)
- Validation rule 5: Part Time employee must have 2 x days off per 7 days.
- Validation rule 6: A split shift is allowed where the maximum number of hours from the time they start their first shift and the time they finish their last shift does not exceed 12 hours.
- Validation rule 7: A sleep over shift must have a sleep period of not less than 8 hours.
