I need a program that will alert me when concerts are near selling out on Ticketmaster. - repost 2

I need a program that will search throughout Ticketmaster and look at each event listed for specific venues and find me events that say "Limited availability". After that, the program would then need to email me a list of these events. I have attatched an image of what an event with limited availability looks like.

I plan on having the program send the email alerts to the subscribers of my website. It would have to send the emails as it finds events with limited availability and couldn't send repeats. Also, for new subscribers to my website it would be best if when they were added to the email list, they didn't receive hundreds of emails at once with events, just one email with a list of the events found.
