Help needed to get russian characters working on an asp-based system

We need assistance to enable us to physically copy/paste russian characters (eg from word documents) into html (and asp files as embedded html) files, so that the server can then process and display those russian characters properly when loading the asps. This is not a physical copying/pasting task that we're asking the coder to do, we're after a "how-to" explanation from someone who can also help with debugging how to go thorugh this process of generally getting russian characters to work properly on-site.
