Word hilighting program to teach reading stage 1

I have a program written in RealBasic and I want a new version made in c#? or .NET or another language for Windows XP/Vista 32 and 64 bit. The problem is that it is hard to find people to write RealBasic and the existing RealBasic? program is a horrible coding mess from an incompetent programmer. I need it rewritten from scratch in a more common language by someone who knows how to write structured code.

I have the existing RealBasic source code and the skins for the original program. You MUST use existing skins and make a program identical to the existing program in function. I have a detailed document explaining exactly what each screen does but here is the short version

User is shown a page of text which is hilighted one word at a time or 3 words at a time by those words being made bold and all other words remaining gray. After this user is given a reading test where they read a text while a timer runs, they click stop and their time is recorded in a graph. There are other elements to the program but they are just those three elements, hilighting, speed test, and graph on their own, but you can see in the video what I mean. Also, the important part of the video only starts at the 1:30 position, you can ignore the installation parts before that point in the video.

Please let me know if you can re-create this program in a new language with the existing skins and make it reliable. The final programmer must understand structured programming. If you 'picked? up programming on your own' please do not bid.

Fyi: you can download and install the realbasic compiler to load the existing code for free, it just will not compile if you have not paid for it, that will help you look at the existing code.

? I want to keep the existing look and use the existing skin including the graph. It can be tweaked but the existing look is good as far as the open book layout and background, however I am open to suggestions for improvements and the toolbar is ugly and needs to be updated. Look is very important, the better you can make it look the more I will like it.
