Mic/Speaker listener and recorder on LAN. Server, Client apps

Hello!

I run a small office of 5 people. We serve our services on Skype Calls. ( it is an online tutoring agency) .

For Quality control purpose we need a software (both server side and client side) where we can listen to all calls in real time. (listen to both our client and our employee) on Local Area Network.

i have already tried to develop such application before 2 years. and i was near to be successful in that. but that application was making small parts mp3 and sending to server which was causing delay (sometimes not able to understand due to 2,3 seconds delay).

This time i need something different. No delay anymore. no voice breaking, lagging etc.

The Full details about this project will be posted later after discussing with developer (after awarding this project) . But here is the idea:

Client App:

On all Client computers we need to install a client app. This will send online/offline status to server app every 2, 3 seconds. it will send both mic/speaker's audio to server computer (only when server app requests to listen to the audio). This app will start automatically with windows and can not be stopped without a password. This can not be installed without a password.

Server App:

The sever application will be installed on our main computer (my personal windows7/8 computer for example) .

It has a list of all local IPs who are online/offline (local ips of those PCs only who are sending request to listen to audio , or where the client app is installed).

Server app has a small database. We can put the name of the Employee next to each LAN ip. (just to remember that this IP is for this employee). We also can change the names.

Server app has an option next to each IP to listen to the audio in real time. When listening audio , we have another option to record a part of audio and store it in a local folder (on server PC) with Date, Time (date, time of local PC), and LAN IP, and Duration.

Server App has a search IP, Search name option to jump to that employee row.

It should not use high CPU or RAM usage on both server / client sides.

It should not crash. An Error free, neat, clean and easy to understand software. Should work on windows 7, 8.

a few more small options may be required (after discussing with developer).

i can pay maximum of $600 USD for this app.
