need software with best app.

I have a brother, where i like to provide Him free internet for the entire life time.

so I need personal software with app to provide to my brother. so after installing the app he can use it freely from his own mobile phone anywhere in the world. but the internet will be provided from my backend of our software. so he get free internet as long as he wish. he don't need to put any data for his sim card. I have to provide the free internet through that software that's it. and also for the usage of internet for my brother, I can able to pay from my side. this is the concept. if anybody can do it bid below or else please don't bid.
