Case Base Delphi Program

I need a simple case base resoning program to be designed, documented and implemented based on a frame base & semantic network already drawn up on a domain of knowledge I have. It needs to be implemented in delphi, with fully commented code, documented pseudocode. I need a daily updated of process on this project. I can proved a full transcript of interview about the domain, a semantic network and some frame representation. I stress this project only contains a small amount of informaion so is not difficult to understand. I can supply additional notes and links about case base reasoning on demand.
