broadcast webcam

Hello ,, as introduction ... we develop program to manage pharmacy ( pay ,, sell ,, manage .. etc ) now we need custom feature to develop .. we don't have any experience in it , so we decide to look for help here , it is very simple .. we need software to work in background of the system ,, this software should capture video from any cam connected to the computer and broadcast it to web page . this is what we want ,, note : this computer don't have static ip . many thanks
