Add button on Umbraco cms

Our windows based website editing program 'Umbraco' is not working properly. It seems to be connected to the site but when I 'publish' changes, the website does not change. Also I am unable to upload media such as pictures. When Umbraco 'publish' button is selected, the website and umbraco have an error message: 503. Could this please be corrected as I need to update the website daily. We would also like some buttons adding to the top right of the [login to view URL] website homepage (next to careers, FAQ's and news). They need to be 'follow us on facebook' and 'follow us on twitter' logos that users can click on and it will take them to our twitter and facebook pages. It's urgent, so that complete today.
