Banner - Year 1 vs Year 2 Significance Testing (95% confidence level) - open to bidding

Hello. I have two SPSS files with a number of attributes within each - both of the files represent unique years of data collection. I need to have testing done to see if there are statistically significant differences between the two data sets for top two box, middle point, bottom two box (for a five point scale) for each of the attributes. I would need to have an NDA signed prior to work and the banner would be due by end of day Tuesday (note I am in the Eastern Time Zone in the U.S.). Attached is an example of some of the attributes and the scale used. There are several more sections but I wanted to share to give you a feel. Where there is a 'NA" which was included for respondents to provide a "Not Applicable" choice, these percentages would need to be rebased among those providing an answer on the scale only. Once these are rebased, that is the statistical testing I am looking to have conducted at the 95% confidence level. In other words, is the percentage giving a certain attribute a top two box score significantly different from last year? I look forward to hearing from you soon.
