Application Using Betfair API with Web Services

Hello, I would like to develop basic c# Application with Web Services which uses betfair API (Non Intractive Login) which allow me to view real time rates of games. No more design work to focus, i need data should be refreshed real time with 0 latency. We will integrate web services with mobile our end, you just have to provide web services. Having very small budget, for a small [login to view URL] all goes well as expected, more work to come. Please note, only apply who has already worked on betfair api.
