Custom Forum Application

Hi there, I need a custom forum application - 3 access levels: users_level_1, users_level_2 and administrator. Can you build this custom application? Can you provide me with an estimated cost/time frame? Any help/suggestion greatly appreciated. Thanks, --------------------- Brief Specs (please see the attached PDF): Users_level_1 User account signup page. After registration they will receive a confirmation email. All users_level_1 will login on their private/secure area/page where will be able to post requests (text) and view all request previous posted/submitted as a list that will include a post/request status column. After registration they will receive a confirmation email. All new posts/requests will be linked to a credit card payment page/area. Users_level_2 Authorized users_level_2 will login on their private/secure area/page where will be able to view and replay (type text)/upload files and change the post/request status for all posts/requests assigned to them by the administrator. When the post/request status is changed (into completed) the Users_level_1 will receive a confirmation email. Administrator Will be able to view, replay (type text)/upload files and assign a post/request to any User_level_2. Will create all accounts for Users_level_2. Will be able to view/export all data (tables). --------------------------- ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform I'm not sure!
