I have done similar things, for the STM32. But if you do not need XML-parse, HTTP-server, I can do on Arduino AVR. Also, now is a good Arduino SAMD21 (cortex M0+), I use it at the moment.

Dear sir. I have a good experience in use of GSM modules with Arduino. I have 2 successful projects for FTP and SIM900 completed at freelancer.com with the high marks. I would like to notice that for this project you will need to use the Arduino Mega2560 board, because the Uno have the too small size of tha RAM, and FTP needs a lot of that because of a lot of the AT-commands.
