Create Windows 10 application (every W10 platforms!)

Hello mates, I am looking for a developer who is able to do this project, please bid only if you have skills to do this: The goal is to have a universal Windows 10 application which monitor a set of iBeacon/Eddystone stored in a perimeter and to use a webservice in according to happening actions. The possible actions are: - New beacon detected - A known beacon disappears from the radar - A known beacon reappears on the radar You will have to use this library: [login to view URL] I also need the next features: 1 - Add a config page of settings including 3 fields (URL, login, password) and a "Save" button. 2 - Saving of each beacon in a local SQLite Database. -> In this base are saved the statement of beacons (Available, Unavailable) ->When an unknown beacon appear, it's immediatly added to the SQLite Database. 3 - Connection to the web service using this opensource library: [login to view URL] Here are documentations: [login to view URL] -> A connection is required only when a beacon change his statement (New, Available, Unavailable) ->When exchanging with the webservice, next fields of the beacon are sent: ---> MAC address ---> Statement To snap the actions, we will have to use the ids saved in the settings part by doing a Challenge Token identification. -> Provide to do three attempts in case of problem. If these three attempts fails, show an error message. Thank you
