A simple email service software

Hello, I'm looking for a c# programmer who will do for me the following software A software that run 24/7 a day - a simple GUI with background thread all the software does is checking an email box ( pop3) account i'll give you , must check every 2 minutes when an email arrives to this account , the software automatically send this email to a list of emails (SMTP). The list of emails will be inside text file ( each email is new line) After it sends the email it deletes it and continue waiting for emails to arrive I will need the software to be written in a nice and understandable way . I'm a programmer myself and I will need also the source code Thanks
