AutoCAD DWF to Quantity and Cost Estimation

I want a software which can tell the Quantity and Cost Estimation by feeding AutoCAD DWF file to it. I have seen many softwares like this on internet but none is of my clients requirement. Also they are not accurate for my clients project(s). Some software which relate to this project are Softplan, CAD Estimator, QuestMX, etc.. So basically the flow is, I feed the AutoCAD DWF file to software, all the sheets in DWF file should be visible in the software, each sheet has the layers associated, each layer should be calculated depending on the type of material specified. The cost of the material will be taken from the excel sheet. There should not have any complications in the software, just up to the point. Need a well developed software and bidders who are experienced in both IT and Civil should only bid on this. I will pay after seeing the demo. If the quantity (and cost) comes accurate I will pay you the software cost. You should handle all the rights and code of the software to me on completion of deal.
