Build front end in .CSS from image

Hi. I have a web site that has already been designed but I need to have it built. It needs to be done in .CSS and most importantly it needs to be done using DIV tags not tables. The web site is very dynamic and the home page changes so tables don't work properly. I can send the winning bid a ZIP file with the images etc needed to build the pages. For now it is 2 pages. The home page and a profile page. The rest of the site will also have to be built but for now it is just these two. You will just need to enter temporary text for now until my programmer connects the front end to the data base. If you have any questions just let me know. Thanks
