Custom WordPress

Create a plugin or theme for WordPress where I can add static content to category pages above the listed posts. This should not affect rss feeds or other plug-ins such as breadcrumb navigation or SEO plugin. I would like a customized permalink structure as follows: /%category%/%postname%/ The category links should be /%category%/ and not /category/%category%/
