Buying 1000 Youtube Accounts

I want to buy 1000 YouTube accounts. All accounts should have a unique email address no yopmail and MUST have been created and verified using DIFFERENT IP addresses. You can not resell the account information to anyone else. All accounts MUST stay alive for a long time and must be able to comment/rate on YouTube. Accounts that cannot comment/rate/login will not be purchased. All accounts must be deliver in a .txt format as follows: Username:Password (each account on a separate line) Please state how long it will take you to deliver 1000 YouTube accounts and what kind of technical solution you will use to switch IP.
