Convert .flv file into .swf with mouse over controls. URGENT

I need it to start paused, play on mouseover and pause on mouseout (this should be an option I can disable depending on what my boss wants). Since the video fades in from black, the first clip is black, so I'll need to add an image on the first frame, and when mouseover, that image hides, and the video starts playing. The video also needs to be 300px wide. I have re-created the video in .mov format at that size, but I think we need to keep it in .flv, so maybe we just need to resize it in flash. I'll need the original .fla file that I can open in flash cs 5. Needs to be done in the next 2 hours. Budget is $15.
