The Cook Islands Pearl Authority needs a website to market Cook Islands Black Pearls to the jewellery industry and to provide information for the public. Our pearls are cultivated on farms inside the lagoon of a remote island in the Cook Islands group: Manihiki.
The Cook Islands Pearl Authority is the government agency that oversees the industry’s development and helps to market the pearls both locally and internationally.
What we want:
1. Home Page
a) Profile about the agency and its structure,
b) purpose, historical context,
c) Who’s who at CIPA with images
2. Marketing Information pages
a) About the Black Pearl – facts and allure,
b) CI Grading manual and system including slide show of A,B,C, grades/shapes etc
c) About Manihiki farming – how the pearls are farmed - and farmers with images
d) About the “high end” Avaiki pearls brand and accreditation
e) LINKS: Trade, Retailers, Farmers, BTIB, Avaiki site
IMAGERY: Stills, clips, slide show
3. The Pearl Exchange:
a) The context – what is it, why do we have it
b) Buyer information and rules, registration and a form that can be completed electronically and sent
c) A list of stocks on Hand eg: SBQ, size 10-11mm, Grade A ,630 units. This would be updated weekly by CIPA
d) A “contact us” facility that connects to the CIPA email address
4. A page for articles or reports and for on-shore/off shore promotions
5. Events page eg: Harvests, Trade shows where CI pearls can be found, Pearl Festival, Wholesalers itinerary for overseas visits eg Peter William
6. Community – partnerships, netball team, tourism
7. Muses – women wearing pearls

My design would be based on the idea that your product isn't just a pearl its a pearl from paradise, its a brand of quality akin to the stunning beaches and beautiful scenery of your islands.
Therefore I would use background images of your islands and the local wildlife that show the brand the public are buying into. I will tone them down so not to take away from the information. The background image will be fixed so the information moves but not the image.
For colour scheme I'm thinking use the pearl colours you suggested but the green may not go very well with the other colours and as such might be either excluded or use sparsely. I'm thinking soft versions of each colour perhaps even a little on the more pastel side.
For the logo I'm thinking of a wood carved oyster shell with a black pearl inside it, a friend of mine is able to create this for you using adobe illustrator and payment for this will come from my budget.
As for the contact us page I'm thinking all the contact us information with a contact form on one side that will deliver straight to your email.
As for the code it will be written in a html / javascript hybrid called foundation. A mobile version of the site would also exist to cater for those with smaller screens.
Slideshows will be JavaScript based. The back end will be designed in PHP with a MySQL database. I can also design a backend area so you can upload your stocks, articles, films and any other content you require.
