Database Development - open to bidding

I need a website 90% like [login to view URL] with 10% difference from them that will mean it will be customer made if you develope it right. It will also have some similarity to [login to view URL] and some other differences that are my ideas too. This is a custome made developement project. We have the deadline of Dec. 31/Jan. 1st of 2015. Any bidder must be in the USA in order to get hired. The budget is $400 a month so if it is a high cost, then I am requiring a payment plan to get you paid in full. However, I will be using you for other marketing needs such as PPC that I can add to the bill after the website is up and live.
