Our firm is very experienced with SPA's and cross platform,hybrid and Native+ WebpApp development. What you are asking for requires much more skills and experience than your budget is set for. If you do want this done correctly we can complete this project for you using many different SPA frameworks, depending on your choice. If you are not familiar with the frameworks then we will use the simplest one so that you may easily hand the SPA over to the web programmer so that your coder can use any language they so choose.
