Create Simple 1D Images / eBook Covers(repost)

I am looking for someone to create an **Extremely Professional* looking, 1D cover for me. Please read all of the following and let me know if you totally understand. I need the finished cover as a vertical rectangle-shaped, not square image 2. I need you to give me the COVER in two different sizes a. One needs to be 960 X 1280 pixels b. The other needs to be 600 X 800 AND under 127KB in file size. Both must be saved as JPG images. 3. All images MUST be 100% royalty free (I need to know exactly WHERE you will get the images from to verify that they are) 4. I will give you the textual content that should be placed on each of the covers, i.e. Title, Subtitle, Author's Name, etc. 5.
