Convert website to responsive website

We have marketing pre launch site for a new social discovery platform I built on GODADDY. I would like to make it respomsive (HTML5 and CSS3). We're looking for a good developer that would be willing to take the job and convert the website into a responsive website. It's literally a 4 page pre launch site we need to polish. We have all the content and assets. It needs to have a CMS we can edit. I am keen to find someone who can use templates to redo this as I suspect this is the quickest / best value way forward.
