Design site according to WordPress theme

Hi , I need a designer for a website. Requirements: [login to view URL] should know how to work with WordPress Responsive Themes. He should know what is possible and what is not and get the maximum out of a given theme. I will give him a theme and expect him to crate a design which follows the theme in a perfect manner. [login to view URL] should understand branding and working according to a brief. I Would like the graphic designer to know how to read a bried and create designs accordingly. [login to view URL] should be communicative. [login to view URL] european. I would like to get someone who knows how to get the max out of a given theme. MAke it look completely different and give it a certain look and feel according to a given brief. In order to make a bit please attach: 1.A brief you were given. 2.A link to the resulting site. 3.A link to the source WordPress responsive theme. ONLY if you can answer the above 4 requirements , please joing the bid by adding the necessary files. Once you hand those files and links I will look into them.
