Build a website

Hey my name is Kyle, I'm looking to hire someone for a fairly simple job. I have done programming all my life basically and photoshop work however I don't have the time nor the patience anymore to fix things and blah blah blah. So I'm looking for someone to either program from scratch a software on a website that I really like or find the name of the software they are using and use it for mine. I have looked for their site code and in all honesty I can't find any aspect to an already built software so I am willing to pay someone to code it. I believe it's javascript and php but I am unsure. This is a fairly simple job as I'm just looking to make a simply 3 product software in which people can click for the item they want, pay and we ship it to them. What I'm looking to do is sell 3 products. I would like to have a code in which you can access the shop otherwise the general public can't. I am looking for verification from that person before we process their code. We also want to offer a coupon code or many where you can use that code and you can then access and purchase without having to be verified. We are selling products that we can't sell to the general public, only to medically verified people. However like above stated with the code obtained they can buy. The deadline would be about mid march the latest and launch date would be April 1st. We would like to start selling and shipping the first week of April.
