Build a Website

Hello! I will get right right to the point with this: I need a website with the crossbred functionally of DeviantArt and Facebook. The site would function like an image gallery website, with Adult search restrictions and the ability to use a keyword searchbar to find results faster. However, instead of images, this would be for text. It would be a roleplay website which would allow people to quickly find partners or groups to connect with. Unlike art gallery websites, this website would have features that would make it easy to talk to your partner(s) such as Facebook's chat features. I am an independent person and thus I have a set budget of $1000. The website would only have one banner of which I will be creating. Here's the most basic way to put this: -Website the functions like an art gallery website, but for instead of art it would have text. -Good chat features required as people are going to be using this most often -Goal of website is to connect people to another person or a group for text chat (roleplay) -Independent project which is completely coming out of my pocket. Sorry but I can only afford $1000 to spend.
