Build a web based application to issue vouchers

Hi, I need development of an online application with the following features. We are a car services company who is going to partner with an insurance company. The insurance company will send us 300 to 400 customers every month. The insurance company will issue vouchers to each of these customers who can then bring the vouchers to us for redemption so they can avail our services. The applications needs to be able to do the following: 1) Login and password for admin and user from the insurance company. They will be able to enter user name, email, policy number and issue vouchers. There will be 3 levels of vouchers, basic, mid-level and premium, and each of these vouchers will have a unique reference (voucher) number. Once the information is entered the application should be able to create vouchers. Voucher should be sent automatically to customer by email and can also be downloaded by user and sent by email manually. 2) Billing and Payment section. The insurance company should be able to view billing statements (invoices) at the end of every month. Each voucher depending on whether it is basic ($50) mid-level ($100) or top-level ($150) will be worth a fixed amount. So we need to calculate the number of vouchers issued during the period and auto generate an invoice. Once the invoice is generated, the insurance company user should be able to click on Cheque Pick-Up (button) which would mean that the payment is ready for collection. Once this is done, the invoice should be marked as paid. 3) Transaction History section: In this section the customer will see a list of invoices with date, description, amount, status (paid/ unpaid) and invoice number (which is clickable and will open the invoice.) This section should be able to filter with date. 4) Reporting section: In this section the user should be able to search with filters such as start date, end date, voucher value (basic, mid-level, premium), department, status (all vouchers, redeemed, unredeemed, expired refunded). This should be displayed in a table with fields: Voucher Number, Issue Date, Voucher Value, Department, Status, Expiry Date and should be downloadable by csv. 5) Support section. User will be able to log support tickets. Should be received by us by email and we can reply by email or through the platform. 6) Account Settings section. Here users can edit their information and change their password. More importantly, an Admin superuser will be able to view a Members and Permissions section where they can add other team members, add departments, fill out their information, assign privileges (user or admin) and reset their password. 7) The platform will also have an admin superuser from our company who will see many of the same features but the main difference will be that their will be a section called Redeem Voucher. Here we will be able to enter voucher number and mark the voucher as redeemed once the service is completed. Also the support section would receive all the tickets opened by the insurance company users and will be answerable through the platform or by email. This project has a deadline of 5 days.
