Look up WildApricot, it's a management based software run online that manages membership, and web content. It starts free and as you add members, reasonable annual rates. I'm not a rep. It's just your best option. Don't fall into the trap of creating a unique website and management system and then pay expensive upkeep and maintenance costs :) The $225 bid is the minimum bid I can make this comment for you. If you want to pay it as a connect fee you can.
