animated glowing alien on mouseover

In the attachemnt there is a image and FLA file. The image should be displayed in the 6th frame on the timeline. Coder should make the picure glitter / glow on mouse over and fading out when mouse is not over anymore. It should look pretty scary. Other than this , coder should when bidding, bid fairly and provide a mockup / simular animation, so we both know what needs to be done. ## Deliverables there are many ways to animate the image, I prefere using lime as the basic lighting color.
