FAS: Ministry of Tourism has opened its overseas offices in about 14 cities world over to promote India Tourism. These offices carry out certain promotional activities in this direction to attract more and more foreign tourists. The activities include advertising through print, electronic media, Participation in Travel Fairs / Exhibitions, Hospitality, Printing of Literature and organizing India evenings etc. among others. Ministry of Tourism allocates every year a certain budget for each of these activities for every overseas office. The budget is proportionate to the size of area covered and potential tourist’s population. Every office has been empowered to carry out these activities within the limits of expenditure pre-defined by Ministry of Tourism. These limits essentially are defined as upper limit of expenditure per case basis on an activity within the overall budget allocated to the offices. Head of the office in every India Tourism Office abroad has certain financial powers up to which he/she can spend the amount per case (read per item of work) basis per activity. Beyond this delegation of power the officer in charge has to seek the necessary approval from higher authorities in Ministry of Tourism. The proposed MIS system will be essentially an expenditure monitoring system which would provide facility to overseas office to book the expenditure online in a specified format. The expenditure would be made available to the Ministry online in up to date fashion in real time environment. Modules: a) Ministry of Tourism(Admin):This user will be enacted by Overseas Marketing Division - the nodal division - of Ministry of Tourism. The primary function of this user would be to maintain all critical master information and resolve all permission issues related to expenditure. Function: 1. Create User – One for each office overseas. 2. Create Activity-Create Activity for each financial year. 3. Prepare Budget-Allocate budget to each overseas office for a financial year. 4. Transfer Fund. 5. Monitoring Expenditure. 6. Add Exchange Rate. b) Overseas Office (ITOO): Every India Tourism Office will fall in to this category with the sole objective of entering the actual expenditure incurred as and when basis. 1. Remittance Received. 2. Add Exchange Rate of his own currency. 3. Add Expenditure. 4. Post Expenditure. 5. Add/Submit Receipt. 6. Add/Submit Refund. 7. Do Monthly Closing.
