Bulk emailing to my list

We need a simple White-listed Bulk Email Sender service to send our info to our list daily to approximately 250,000 contacts for about one month. This is a list of businesses in the US and I'm not sure exactly how many i have on my list but i have the list in about 50 different csv files. I do want the Unsubscribe Function as well as the IP Rotation included within the emails. I want it sent to a contact name included in the list. I need the reports on these emails. Sent, bounced, un-opened, opened, and anything else you can get. We want as many opened as possible so you will need to wait for a period of time before sending the reports to give people time to open them. From my tests I've seen about 40% bounce and 5% opened. I expect to pay about $30 for this service. Please give an explanation of your services, any extra info or advice you have, and some info about who you are.
