Active Sign Up Need

I need sign up under my referral at this site - [login to view URL] All referral must be unique, and come from differnet ip. A referral will approved only if it will get minimum 301 points at site which is possible in less than 15 minutes. Project will be offer to whom which will offer me more no of sign up's.
