Add html tabs to ebay template

Hi, I have a template that was created for our ebay auctions. I have all html and css files. We currently have tabs in the auction template that display payment info, shipping, about us, contact us, etc.... The tabs are not working on some browsers and we need new tabs added to the ebay template. I want to be able to change the font size, and colors, backgrounds, etc through the css file.
