Create cookie and flash check

I have a flash page that I want to use when users visit the website. But I want 2 actions that are executed before showing this flash page 1. The page should detect if the user has a correct flash version and the right device (ea Flash is not supported on iPhone/iPad), in case the flash is not supported by the user, the user should be directed to the homepage without showing the flash page 2. The user can only see the flash page once a day. In case the user visits the website two times the same day, the second time he cannot see the flash page anymore - he should directly be transfered to the homepage
