automation of freelancer browsing etc

I'd like you to write something like a web scraper that browses a freelancer's projects on Freelancer.com and edits the description part of their bids. The freelancer will be a member of a group and their bids will get edited for any projects where someone else from the group is bidding. Please create the membership database using MySQL and make some easy way for freelancers to join this membership database by themselves, eg a HTML page. You can host everything locally and send me the files, it doesn't have to be online. I just want it as a prototype. I'd prefer that the membership database doesn't require knowledge of the user's Freelancer.com password − the script will have to run on each user's computer and sync up. Users shall ideally be changing their bids at the same time.
