Browser plugin/extension for Firefox, Chrome, IE, Safari

We are looking for a developer to develop a plugin/extension for all major browsers that does the following: 1. from time to time and while the browser is being used (meaning there is a user currently looking at it) 2. the plugin/extension should query a remote url (on our servers) 3. and display in a popup the information retrieved from our servers 4. the information should be rendered html and support clicking on links that will open a new browser window/tab and go to the address of the clicked link
