D3.js Force directed Network Graph 2

We want to build D3.js Force directed Network Graph with following features : 1) Should Support 4000 nodes(circles) and 30,000 links with out hanging browser. 2) Clustering nodes based on group of node. 3) Children nodes collapsible in parent node. 4) Zoom/Drag Json data and other details will be shared with appointed freelancer. Please note this is for only d3.js expert only, as this graph requires many nodes and links to support without hanging browser. Let us know in your proposal how you will achieve this thing.
