I've done quite a lot of similar scraping projects, so this should be fairly easy to implement. Using C would vastly complicate things, so to keep things at a lower price and finished in a shorter timeframe I would use Ruby (which has excellent support for web interaction and can easily do what is required, but would be slower by a few milliseconds per request) or Rust (which is easy to work with and will have the same performance as C, but does not have as good of web interaction support, so will take slightly longer to complete, though still definitely within a few days).
