Develop AdWords Shopping Script

Hi There, I need someone to develop an AdWords Shopping Campaign script that does the following: A separate Ad group is created for each unique product ID, the product group bid is set to a customisable amount (as referenced in a Google Spreadsheet), then the "Everything Else" bid is set to "Excluded". The script should also be able to restrict which product ID's are created based on a custom label. For example, script logic, create an ad group for each unique product ID that matches custom label "USA Shopping". Ideally all the variables are set in the same Google Spreadsheet. There is a current AdWords script that does the bulk of the work. The issues we are facing is setting the "Excluded" and also timeout errors as there are 21k product IDs.
