Custom Pligg(?) Template, No Imaging/CSS

Hi - My name's Justin, I'm the Web Content Director for [login to view URL], an e-commerce gift site. We're looking for someone to help us create a custom Pligg Template for a companion User-generated News aggregator site ([login to view URL]). Ideally, we thought it'd be easiest to throw it into a Pligg Template, but we're flexible on which CMS would be best suited for this project. The layout/CSS/Imaging have all been done on our part, which can be found here: [login to view URL] We're basically looking for someone who can just plug this into a Pligg (ect.) template.
